This person is able to have the whole fund as a lump sum because the provider said so and they said so because they have calculated his tax free cash based on salary and service because his Section 32 transfer came from a scheme where his membership was until 5/4/2006.
This man has other pensions so I wonder why when he can have the whole fund tax free would he pursue other options when the other pensions will be taxable after tax free cash is taken.
He has not provided his age but a pension of £1,800 or 2500 means he has to live for quite some time.
Macron pointing out I had already mentioned something is not a beratement

If you had more experience in these matters, you'd realise that 'because the provider said so' is no guarantee of anything. You've jumped to lots of conclusions without a clue whether they are accurate or not.

Probably because it isn't tax free - OP didn't say that was the case. That was yet another of the conclusions you sprang to without supporting evidence.
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

You might have recyling issues if you use any of the lump sum funds for further contributions https://adviser.royallondon.com/technical-central/pensions/contributions-and-tax-relief/recycling-of-tax-free-cash/
Independent of the heated debate, this link was very interesting and saved me from a possibly difficult conversation with HMRC around recycling following a decision to increase my pension contributions (as I am nearing retirement) and lockdown has been cheap for me, but also my withdrawing some PCLS to support my DD1 with her FTB house purchase.  Luckily the amounts worked out inside the rules, but it could have been awkward.
