poor eligibility

Hi Everyone,
We are about 8 months into our Debt free journey and making good progress. I decided to look for a 0% card as some of our deals are coming to an end. This would be to transfer existing debt as opposed to building up more debt. We have not added to our debt since the start of our journey and we intend to stick to that rule.
It appears that we have almost no eligiblity for new 0% cards right now. We check our credit reports and the only negative factor is our level of debt. We have no late payments/CCJ's or missing payments - just a high debt to income. Our credit scores are just in the 'fair' category on experian, although I know that this is made up!
Is it normal for people in our situation to have such poor eligiblity? I am not overly worried as we'll just keep on snowballing until things improve but I am interested to know if this is a normal situation?

It can be normal. People transfer to 0% but keep the old card open and build up more debt on it. That may not be your intention but it happens and lenders are aware.1

I also think that we have had already had cards with lots of the providers over the years. Could this also stop us from getting offers if we have/have already had accounts with them?0
