Opus energy scam?

Hi there, I’m not sure if this is in the correct category but I wanted to ask about a recent issue we’ve had. For the past 5/6 months, my dad has been receiving constant letters from a debt collection company claiming he owes over £5000 in energy bills from Opus energy for a corner shop.
The only problem is - my dad has never owned this supposed corner store which is also in another city (Edinburgh, we live in Glasgow).
Advanced collection service is the most recent debt collection agency we’ve received a letter from offering a “discount if we pay within 7 days” or they’ll take legal action.
Is this a scam? And do we just keep ignoring? It’s so random as we have no connection to this store but I have no idea where they have gotten my dad’s information from and I don’t fancy wasting my time and energy arguing with them over the phone.
Thanks!

This doesn't look like a scam, just the gross incompetence we've all come to expect from utility companies.1
