Advice on tax please as no JSA on system

Hi,
Sorry if this is in the wrong place. I am not that good with this.
Last March, due to the pandemic I lost my job. I then put in a claim for jobseekers allowance (new style or contribution based).
I claimed this until I found a new job in August.
I then also got finished from that job in December, again due to Covid and made another claim for JSA. I only received it this time for approximately 2 and a half weeks and then that claim closed as I got another job in January.
I paid tax through all of the time I was employed this last tax year and have not earned enough to have paid any tax. £6,500 from first job and then £3,600 for second job. I received just over £1,600 in JSA for both claims combined and my tax code was 1381M
I have spoken to HMRC because I should be due the tax back that I paid but they say that they never received the figures from JSA and on my personal tax account online, it has both JSA claims showing and both of them say £0.
My employment is all showing correctly. HMRC said that I must call JSA and ask them to upload the information on to the system and then my rebate can be sorted out within 3 weeks.
However, JSA said that there was no P45 sent to them from me or put on to the system (I didn't send one) I never knew I had to, the whole claim was done online and everywhere was shut due to the pandemic.
The person from JSA says that the only thing he can do is send me a letter with the amounts on for me to send to HMRC but will this be good enough and will they accept this?
Surely the DWP and HMRC are linked in someway and it can't be too hard to see what I was paid. I even said I have the information on bank statements but they're not interested and say that JSA must send it to them and JSA say there's nothing they can do and he has no idea why it hasn't been calculated.
I received a P45 from JSA in August which I gave to my employer but stupidly gave them all parts.
I never received a P45 from them in January.
Any advice would be greatly appreciated. I don;t want to kiss over £400 away it doesn't seem fair having worked all my life. Many thanks.
