Council Tax one person discount

I recently realised for the last 8 years I have been living alone and paying full council tax and no getting the discount for living alone. I approached my council 
they are going to refund me 2 years but say that’s all they can do. 

If the behave was due to wrong banding the council I understand can go back to 1993 . I wondered if anyone knows if I am in my rights to get the full 8 years rebated ?

This is something I see time and time again in cases I get - councils cannot simply say 'we're restricting it to 2 years' the legislation & case-law is not that straight forward (it gets quite technical). Over 6 years can be more difficult but to restrict the backdating they must have a very good reason.

I've taken many of these sort of cases to tribunals and, in probably 75% plus, the council have been found to be wrong. Obviously, not every case but if you don't try...
