Lenders using Experian?

For some reason my credit score with experian is 989 but with Equifax its just below national average. Not sure why when they're the same data, the only difference i can see is that equifax says my utilisation on my credit card is high following a balance transfer and closing another card account. Are there any lenders who solely use Experian for credit scoring? (I though TSB did but apparently they take an average from all 3)
