Scottish Student Loan Changes

I am Scottish student who is eligible for the changes to the repayment loan (from Plan 1 to Plan 4) but my employer wasn’t notified about this by HMRC and refuses to change my payroll without their authority. Of course HMRC phone lines and webchat is so busy I can’t get through. I have sent my employer my active plan letter from SLC confirming I am on plan 4 but they still won’t change it.
Has anyone else struggled with this or know a number to call HMRC on that I can use for this?

I have a Scottish Student Loan, I feel I have overpaid in the past year as my salary was inconsistent, earning much larger sums in some months than others, overall across the year I've earned just under the repayment threshold I believe. Can I reclaim for an overpayment?0
