Currently, due to Covid most insurance companies have reduced their tolerance of how much they will increase a premium by before declining to offer terms. It could simply be a case of unfortunate timing on your daughters part.
You'd ideally want to use a specialist insurance broker with experience of dealing with clients with pre-existing medical conditions.1 -

Other than to spam threads why on earth would you say a non-advised broker is better than an advisory broker? They are equally bound to give you the facts but can also give their expert opinion which can be very helpful in determining which policy is best for you rather than just the cheapest. Similarly they are obliged to record the reason why they recommended one product over another (to counter the potential concern that you think they'd recommend the one giving them the most commission rather than the one best for you).
Non-advised sales certainly have their place and for simple mass market products their thinner margins all help lower premiums but in complex products its much more questionable and there is no cost savings for going non-advised0
