Council Tax - SMI case

Trying to get my head around something and hope that someone might be able to help. I've read the MSE section on SMI.
Pensioner with history of health issues, lives with a carer who is also a family member. Receives 25% discount as carer disregarded for council tax purposes. Pensioner receives attendance allowance.
Pensioner is becoming severely mentally impaired and needs lots of extra support, but is able to stay in their home with the support of carer which is what the pensioner wants. If the pensioner becomes disregarded for council tax through being severely mentally impaired, does the carer stay disregarded also? Which would mean zero council tax. Or is it just a case that only one can be disregarded, meaning 25% discount - either pensioner disregarded and carer classed as single person or pensioner classed as single person and carer disregarded.

Yes.

I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.1 -
Council tax is 50% for the property and then 50% for two occupants, which is why you get a 25% reduction for one occupant,
so in your case both occupants will be disregarded so a 50% reduction as CIS as said above

In Scotland you may qualify for council tax exemption, ie 100% reduction in cases of SMI. You need to check the web pages of your own local council. The relevant application forms are available to download. I have recently done this for a friend for whom I have POA.1

That only applies if all occupiers are SMI - which is not the case here.

So, am I correct in thinking that one person living on their own gets a 25% single person reduction. If that person has a severe mental impairment, still lives on their own, has attendance allowance and a GP signed certificate stating that they have a severe mental impairment (ie fits the criteria) do they then get another 25% off (50% off all together) or do they get the rest of the council tax off 75% (100% off all together). Even on MSE I can see reference to 'not having to pay ANY council tax if this is the case...and also that the max discount is 50%. Is there anyone who can clarify this before I chat with the council again?0
