TFL NHS refund scheme

Hi Everyone

I hope I am in the right place, I’m looking for help in claiming back congestion charge payments made for travel to hospital taking my Dad for cancer treatment. The system based on TFL rules is really onerous and is set up to fail. It hasn’t been adjusted to take In the effects of the pandemic and they have a rule that means if you don’t pay on the day of travel or in advance then you don’t receive any refund at all. I’ve paid the charge the next day on a few occasions so as a result cannot claim any of the cost although you had 3 days (approx) to pay the charge before receiving a penalty. The system just seems really unfair to patients who already have a lot going on and I’d love any suggestions of how I can appeal to try and get something fairer in place. TFL so far aren’t interested.
