Payroll umbrella agency not reporting my wages

Good morning,
My agency is not declaring my wages, taxes etc. To HMRC. I am receiving payslips.
They change my payroll company every time I ask about this. I am on the 4th one in 3 months. They declared a month of taxes after I spoke to Hmrc and gave all the details to them but now HMRC said they need to send the payslips.
The payroll companies have been telling me that they are waiting for an activation code however HMRC said they first need to send payslips and then they will get an activation code.
I have been on their case since February. Has anyone dealt with this before?
