Holiday pay

I am currently working a 0 hours contract. Last year my employer paid out my holiday pay at the end of the year as I never took any holiday. As of January 2021 they have started lying my holiday pay in with my wages monthly. Is this legal to do this without even consulting me about it? Company is Scotland based incase rules are diffrent round the uk

And it possibly means you pay less NI, we had a poster who had all their holiday at once and it pushed them above the threshold to pay NI.1
