Challenging Council Tax when House Never Been Sold

I want to challenge my council tax band and think we should have a case for it.  We are the smallest on the street and the house above which was built after this one and is both larger inside and outside has been challenged in the past and is the band below us.

My problem is the house has never been sold so don't know how to generate a valuation.  The landlord put it on the market 6 years ago for a considerable period of time but it never sold (we saw it at the time and thought it grossly overpriced which others obviously agreed due to it not selling after nearly a year).

How do I go about estimating the value when the house is different in style, age and size to the others on the street and has never successfully changed hands?

    Just refer to the newer larger house. Also look in other nearby streets for houses similar to yours in lower bands. 1991 prices are not in the public domain, so it is pointless looking for these.
