Self Employment HMRC registration etc

Question regarding HMRC self assessment etc.
Last year I quit employed work (I'm in my 50s) and decided to do some part time stuff as self employed. I registered in July on HMRC website as self employed and got an email saying they'd check and send a UTR. Nothing came. Twice since I have registered again, and nothing has arrived.
I have a Personal Tax Account which shows my old PAYE income and savings interest etc, but when I want to add self employed income it tells me I'm logged into the wrong account. I don't have another.
Due to government rules I had virtually no s/e income, certainly under £1k, and there will be no tax to pay, but I want to make sure I pay Class 2 for the part of the year that I wasn't employed so it counts for my state pension. I have three more years to contribute for a full entitlement.
Can anyone point to what I'm doing wrong? I don't want to register yet again in case it causes more confusion. Can I just fill in a plain old Self Assessment form? Can that be done for a low self employed figure?

I think you would be best phoning (just before 8am is apparently best) or going on webchat to find out of you have a UTR and if a return will be issued in April.
Should be no need to register yet again.
Completing the return and declaring your self employed will allow you to pay voluntary Class 2 NIC.1
