For items up to £135 pre tax price non UK suppliers should follow HMRC UK VAT rules introduced 01/01/21 & charge UK VAT (having already registered their business for VAT with HMRC) and then remit the UK VAT to HMRC with no further VAT for you to pay when the goods arrive in the UK (assuming the goods arrive with all the correct paperwork). See Changes to VAT treatment of overseas goods sold to customers from 1 January 2021 - GOV.UK (www.gov.uk)1

rad this https://service.aliexpress.com/page/knowledge?pageId=37&category=1000021971&knowledge=1060015161&language=enDo I have to pay for customs and import taxes?
You may be charged customs duties and taxes for something you bought on AliExpress because:
• Duties and taxes are typically not included in the price of the item, and might not be included in the overall shipping costs you pay to the seller.
• When shopping on AliExpress, you are buying from overseas sellers. That’s why sometimes you will be asked to pay customs duty.....................
You are responsible to clear VAT on all purchases made on AliExpress. This can be done through the VAT clearance procedure of your local customs authority in your country of residence.
Please note: Customs duties and taxes are never covered by AliExpress.1 -
See also this which appears to indicate Aliexpress are following the new procedure (possibly)

You should see the price going up around a 20% when you almost buy the item.1

Correct. VAT will be added at checkout. Since it's under £135, there should be no import duty payable at delivery. No free lunch, and no free laptop1

No. If VAT is paid at the point of sale then it will not be charged again on importation. No free lunch, and no free laptop0
