PAYE, pensions, holiday pay

My husband is doing some work for the MOD on a PAYE basis. He doesn't get holiday, sick pay or a pension - should he? I was under the impression that all employers need to offer a pension scheme.
They have also been in touch to say that they need to do an IR35 assessment (his work is project based, he uses his own equipment, email address and gets paid for the "job" so it is actually outside IR35) but they won't put him on a self-employed basis. I therefore don't think this assessment is relevant.
I t seems to me that they are a little confused - they are not acting as a "full" employer and they are not acting as a client in terms of the work.
Please can anyone help?

They aren't confused - what you are outlining is standard for the public sector. Shouldn't the MOD, as a public sector client, have performed the assessment before any work was undertaken?

@KKubix You said he was working on a PAYE basis but then talk about IR35.
You have not answered the question of whether they are deducting tax and NI.
When did he begin this work?
Has he submitted invoices?0
