Exactly, seems a total and utter farce.

I believe the ask for 20% of the funds you are attempting to withdraw before you get anything. When you say you can't afford it they say 10%, then they will allow the funds to released to your nominated account, seems reasonable, not!! Oh, then they come back and say if you don't pay it all they fine you!!!
