Reading between the lines, it appears to me that Stepchange were struggling to cope with demand, so in order to relieve the pressure on them, all things DRO are now to be dealt with by CAB, who are playing a greater role, and poacher turned gamekeeper GP are there to take up the slack.

No conflict of interest with Gregory Pennington there then...........
