Teenager studying A levels Independently Who Pays

I am helping my neice out by paying for a distance learning A Level to compliment her Diploma in Art.
I have just discovered from the distance learning college that I have to pay the exam fee (£400) in addition to the course.
My understanding is that if shee was in a schoold she sould do 4 A levels and we would not have to pay. How can we get the council/govt to pay for at least the exam?
Should add she is 17 and will sit at the normal time

Someone being home-schooled who wanted to sit A levels as an external candidate would normally be liable to pay the fee to wherever they were taking the exam.
I don't think the council or government have any liability to pay this.

You can't, I'm afraid. Only option would be to find a cheaper A Level examination centre who accepts private candidates on the same syllabus she has been working on. Might be worth checking with your local 6th form college to see if they will accept external candidates for exams for a lower fee.
