SLC (Wales) Welsh Partial Loan Cancellation

I have been updating details today on my SLC account. I noticed a link to the Gov Welsh Partial Loan Cancellation. I'd never heard of it before (site won't allow me to post a link yet).
I checked my account and can't see this has ever been applied to my Plan 1 account. I called the SLC (Wales) today and the handler advised it was applied and then reversed and he doesn't know why.
I just wanted to post here as an FYI to others - I have to call back in a week to find out why this was reversed despite having met the eligibility criteria (below):

To qualify for this scheme offered by the Welsh Government you must:
- have been a full-time student
- have taken a Maintenance Loan from Student Finance Wales since academic year 2010/11
- have started repaying
