House swap from HA to Council

Hello, I was just wondering if anyone had any experience with this but my situation is that I have a partner and two girls ages 11 and 13 and due a confirmed boy in 12 weeks. I found a mutual exchange from my 2 bed HA to a 3 bed council house, the lady who would like my house has been asked by the council to downsize as it’s just herself and her teenage son in the property so I thought it would all be okay but I’ve since been advised that they might not allow swap to go ahead as the baby is not born yet. Can anyone advise if this is likely to be true? Thank you. One stressed mama.
