Might be worth getting in touch with the Official Receiver to ask why the bankruptcy does not appear on the individual insolvency register. It's not beyond the realms of possibility that the Official Receiver's office forgot to process the details to the register.

Not possible, it’s an automatic process.
If he does not appear on the Individual Insolvency Register then the more likely explanation is that the bankruptcy was annulled. After annulment it stays on the register for 3 months and is then removed.
On a practical note how will he be able to buy materials from a builder's merchant if his credit is poor and it was a debt at a builder's merchant that caused him to go bankrupt. If he was an honest person he would have declared his situation to you rather than you having to find out. I wouldn't use him builders are bad enough even when they don't have credit problems.
