What's a window head drip?

Hi, just a quickie here.
We had new double glazing fitted in our flat (Housing Association tenant) way back in early 2017, had (and still got) lots of problems with them, namely freezing cold draughts coming in through the top of the frames and ridiculous cold air rushing in through the closed trickle vents - which let more noise in on these double glazed windows than our old single glazed windows..... which is terrible in an already freezing cold North facing bedroom - plus, when it's rained, water seeps through the bottom of the window frames white plastic "casing"(?) on the inside lounge window. Anyway,I just found a letter (dated April 2017) - in a stash of paperwork I'm currently shredding - from the company who installed them, saying they are trying to gain access "to see if there is a fault with the head drip. This is not a safety issue only an aesthetic one".
I think at the time after having (a) the local housing association people out to investigate my complaints about the windows and drafts, (b) someone from the window fitting company back out, and (c) also a FENSA window person out to look at the poor windows after I contacted them directly, (a) and (c) both agreed they were draughty, but were properly fitted - so nothing would be done), I just ignored the request to let someone back into our flat to check for this possible head drip fault and must have filed the letter away in disgust.
Like I said, just found this letter nearly 5 years on tonight and wondered what it is?! Anyone enlighten me please?

Goes at the top if the frame to give some protection from the weather. Not all frames have one.1

Err.... yes, 3rd floor block of flats above a row of shops. Needed scaffolding (obviously) to do the whole block.0
