Hello we have brought our house last year on right to buy we would now like to increase our mortgage for home improvement such as windows/ doors, bathroom and kitchen our bank are happy to increase but need the permission for the council. The council want £150 and all the quotes for the work we would ike carried out for a solicitor. The solicitor wants £250 to send the request, before I pay can anyone advise me on if they would refuse the postponement?

They may do and they might not.
The only way you will find out is to pay the £250 to your solicitor and £150 to the council to submit your plans.
If your replacing white wooden/old uPVC windows with nice new white uPVC windows of the same style then they are far more likely to say YES than if you want Green windows and Doors !
Your replacing an old kitchen/bathroom with a new kitchen and bathroom. Good.
Adding a two storey rear extension might be a different story for approval.1 -
