    Ignore the issue? I feel sorry for your tenant.
    If I can't solve it I'll make a reasonable number of calls, refer back to this thread as an appeal for help and advice, and leave it at that.

    A quick google suggests these are hot water cylinders. Effectively a storage tank, not a boiler.
    The water stored within them is usually heated by either
    * an external boiler eg a gas boiler
    * an internal immersion heater, which most elecricians should be able to replace. eg
    It would also helpif you answered the earlier question about the 'Breaker Switch'.

    looked it up they are basically like immersion heaters.

    if it has gone faulty i doubt if anyone can repair it.

    if it were me i would ring plumbers / central heating specialists (rather than electricians) to see if anyone can replace with a new one. they are not super-expensive - looks like even screwfix sell them.

    You could also try posting on https://www.diynot.com/diy/  Either on the electrics forum or the cetral heating/plumbing forum.
    There are helpful electricians and heating engineers who hang out there.

    Yeah OK mate I think you've served your purpose and others want a go on the high horse.
    When they come for you, refuse to let you evict, force you to allow pets and unemployed or whatever, good luck with that.
