House with outline planning permission

Quick query - we have just received info from our mortgage adviser that our lender's surveyor has downvalued a forever home we are in the process of buying. The house has a garden which has the benefit of outline planning permission for another dwelling. We have offered to buy this along with the house (as in we have offered to pay for the value of the house with benefit of plannjng).  Do you know if it is routine/a requirement that lenders surveyors have to run a search of planning portals when preparing their valuation for banks? We are clinging onto the hope that the notional value of the land wasn't accounted for because the downvaluation is pretty big. We now have an agonising weekend to wait to hear whether this has happened. 

Any thoughts would be v much appreciated.
