PAYPAL----Need reminder please

A couple of months ago, Martin talked about some changes regarding Paypal but I cannot find and hardly remember what it was. Does anyone remember and if so please would you, briefly, remind me when and what? Tried to get the info from his weekly email but can't get it.

 Charges for unused accounts?
 If your account is sitting idle you will be charged if there is money in or a card linked (i think) 
 if you use it no charge.
