Changes to minimum age to access pension savings in 2028

The government has confirmed that the minimum age from which people can access their pension savings is to increase from 55 to 57 in 2028.
Interested in peoples views on the above change. I was thinking it would be fairer to provide access to people who have been paying NI from perhaps when they were 16 or 18? - This would then be fairer for people who have been in paid work longer.
Any thoughts?
