Furlough for partial hours

My wife was furloughed last year for a few months, which was fine. she, and a few of her colleagues are now furloughed for 2 days out of 5 per week.
She is getting paid at 80% of her weekly wage as previously, surely she should be on 80% for 2 days and 100% for 3 days.
Her employer says he is correct, I think he is wrong. Who is right?

    You are - unless your wife is willing to work those 3 days for 80%.

    Oddly IMO she is, But her employer seems to think she should.

    Ah OK, so which part is fraud? It would be if they were claiming she was furloughed for 5 days but had her working. 
    But if they have said to work for 80% and she's accepted that, I'm not sure where the fraud is?
