Non-delivery of item, do I contact Paypal or Credit Card?

Hi
I ordered an item online from a small UK based company 2 weeks, I've used them before with no problems.
This time around I received an automated email at the time of placing the order but absolutely nothing since (in the past they've contacted me within a day or two with an estimated delivery date), I've also sent them 2 emails and left a voicemail message with no response.
The order was paid for via Paypal funded from my Amex card, my question is if I want to pursue a refund/chargeback claim, am I best going through Paypal or Amex?

I had an issue like this recently, i paid with my Amex to a Paypal account and despite disputing with both Paypal and Amex it was Amex who refunded me on my next statement, in fact it only took 3 days for the refund to appear.NaughtiusMaximus said:Hi

Paypal told me they mainly help if it is from the actual funds. I would make a dispute using your Amex account straight away!Enjoy everyday like it's your last!1 -
