Yes but all the time I was following it I don't think I ever recall someone giving the wrong amount

They did more than once although answering the phone with a particular phrase is a totally different thing to just having to know the answer when asked.

The call happens just after 3pm with this comp....

Call happens after the competition has closed. which is 3pm at the moment, and can then be made anytime before they play the call or announce the outcome

Wednesday- 2 or 3rd ring lady answers hello, £28,000 not won today. 

Presenter - quadruple rollover on Thursday - entries since last week Thursday win rollover and in draw on Thursday. 

Thursday- £29,000

Doesn't matter when the lines reopen, the number to be called is selected (passed to them) and can be called anytime

Hi mjm, yes I agree with you as I am sure I saw somewhere some winners being contacted 7 minutes past but also 20 minutes past. 

  If my phone ever rang (not that it will with my luck) until the time they play the call, I would be answering hopefully with the phrase or whatever else the comp I entered requires.

Yes, a third party handles all their competition entries and gives them the contact details they need. Calls may often be not long after the competition closes but there is nothing to stop the call being made anytime up to the result of the call being confirmed on air so up to that point, as you say, it's safest to answer with the required phrase.
