Soft search after hard search? Typical?

So, our application has been in with TSB since early Dec. Due to my partner's contract changing, in early January, we've had to wait on the NHS to provide an employee referral to the lender. There are no issues and everything meets what TSB wants. We had a hard search done when we got a DIP, back in early December, directly before our full application. Since then, it's been a waiting game.

Anyway, we checked our credit reports this weekend and it has shown that TSB done two soft searches, one on the 26th and one on the 28th of January. Both show as being from the 'Underwriting Department'. My question is - is this very typical? A soft search so late on in the game? Two separate ones? We have good credit reports and nothing to worry about there, it just seems odd to me.
