Green Homes Grant Installers which actually do heating controls

The scheme controls for heating controls such as thermostats and thermostatic radiator valves as a secondary measure.  I have yet to find an installer in the East Midlands that actually does heating controls under the scheme.  It seems that this because the installers needs to have a City and Guilds Heating Controls qualification which very few electricians or plumbers have.  Thanks in advance for any suggestions of installers.
