I missed a few payments and without warning they started taking it direct from my wages, (which I don't really mind). However this method incurs a 20% collection charge every week which I think is extortionate to say the least!
Don't know how they can justify such an amount and not give me any notification prior to doing so.

Take a step \way from the situation and ask yourself who should be paying the costs in this situation? The parent in default or the taxpayer? I suspect the 20% hardly covers the cost.1

Would it have made any difference if they had warned you that the collection charge would apply? Or are you suggesting that you'd only have done the right thing if you knew it would be expensive to miss payments?
I will give you the benefit of the doubt and assume you had genuine financial difficulty. It's not your fault if you had difficulty paying, but it's still your responsibility and not ok to just throw hands up and say you couldn't help it. Kids still need feeding and clothing even if the bank account is dry. I would suggest you give up all non-essential spending until you have an emergency savings buffer so that this never happens again.
