Reclaiming reduction for Pension Credit

My late mother (this is my defense: a very private person, hard of hearing and 250 miles from me) Was in receipt of Guaranteed pension credit since 2013.  She was 86 at the time, but never claimed an allowance for it from her local authority. I only found this going through her paperwork a few days ago. 
The authority is another " its all on the website". (Not so great if you are mid 80s with no internet) Are the local authority under any obligation to repay anything?. Had she claimed she would have received pretty much a full reduction. She did get the reduction for single persons occupancy.
Any tips, clues etc. gratefully received.

    Unless the legislation allows for a backdated claim to be made by the executors or administrators of a deceased person's estate, the answer would be no. If the legislation makes no reference to backdated claims then it is extremely doubtful any council would entertain such a claim
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
