Reclaiming VAT from EU purchases

in Cutting tax
I want to buy a boat from Spain which is VAT paid. I know i have to pay tax when I import into the UK but want to know if I can reclaim the EU VAT as it is a personal export and I know overseas citizens from China/S/Australia/Japan today can reclaim VAT on things they buy here and personally export. All i can find on government Brexit advice websites is for businesses not personal exports...can anyone help?
