new mortgage with outstanding IVA

Hi everyone, 
I currently have an IVA that was taken out about 2.5 years ago, since then i have married. my wife wants to buy our council house, but due to being financially associated to me she cant get a high street lender. her mortgage advisor told her to disassociate herself from me by closing the joint bank account which we have now done.
the non high street lenders will only accept us both on a mortgage. 
i don't believe that the right to  buy scheme allows someone with an IVA to purchase a house which takes us of the list.. 
also i don't think i can change from rent to a mortgage while still in an IVA. even though the mortgage  would probably be cheaper than the rent. 
any advice on this would be great as we are stuck in a hole with this at the minute.
