road tax

I have spoken to a friend who is disabled,who told me that he doesn't pay road tax fund,i have been disabled for the past sixty years,so i made an enquiry,only to be told i should of applied while i was working age,and as i am 85 years old iv left it to late to be entitled to it,does this seem fair,and how long has this rule been in force.

    It does not cover mobility needs.
    No clue how long though.

    to qualify you must be in receipt of one (or more) of the following: 
    - Disability Living Allowance
    - Personal Independence Payment
    - Armed Forces Independence Payment
    - War Pensions Mobility Supplement

    Also it applies to the vehicle, not the person, so backdating a claim on previous vehicles you may have had is unlikely.

    It is not a question of "fairness". Life is unfair, full stop. If you have been driving and disabled for 60 years what happened when you ceased to use the 3 wheel "invalid carriage" as the availability of the exemption should have been explained then.

    You are too old to apply for DLA or PIP.
    If you do not get one of the above quoted payment then you cannot get  exemption.

    As said above to qualify you must be in receipt of one (or more) of the following: 

    - Disability Living Allowance

    - Personal Independence Payment

    - Armed Forces Independence Payment

    - War Pensions Mobility Supplement

    Now where the age requirement comes in is that you needed to be working age, or below 65 when you first applied and qualified for Disability Living Allowance.  Those who were already in receipt of DLA on their 65th birthday could continue claiming DLA until they were transferred to, and could then continue claiming, PIP.

    So, I am afraid it does follow that if you didn't claim and receive DLA before your 65th birthday.

    As to how long; this was certainly the case when DLA was introduced in 1992.
