Green home grant on shared ownership - not allowed!

Me and my wife own 40% of the house. The housing association owns 60% and didn't give us permission to have a solar thermal panel installed through Green Home Grant on the ground of "Under the terms of your lease you cannot make any alteration to the external of the property."
I am disgusted as this is a FREE upgrade to the property which would make it more valuable, lower the carbon footprint, boost employment (installers), lower the energy bill.
Has anyone got similar experience? Please share it with us!
