Tax efficient wrappers - but not fully managed portfolio

Guys,
I'm in a bit of a quandary here. I feel I could benefit from some advice and possible setting up of some tax efficient wrappers I could invest via (beyond ISAs, SIPPs etc) but the people I've spoken with so far seem to only offer this as part of a fully managed service, charging something like 1.75% alongside products attracting 2.75%.. 4.5% costs on your portfolio before you even get any returns from investments seems very step.
Is it likely I'd be able to find:
* IFA advice to set something up and hand over to me
* I'd be able to manage/use it myself easily enough?

From what I've been told I'm thinking stuff like trusts, offshore bonds etc - but I have no idea if it's realistic to think I could find someone to setup and hand over, and that I'd be able to run it from there.

    It would only be worthwhile looking at this if a lot of money is involved (at least £1 million in my view), and a lot depends on what you want to achieve. I doubt this is the place to look for answers.

    I figured there may be some people on the board who'd helped people in that situation in a professional capacity, either ifas or some other kind of professionals who could chip in with their thoughts really on whether what I was looking for was out there or not! . Perhaps not! 
    We are talking decent sized sums without wanting to be specific.

    I think you're just after a competent IFA who charges flat fees and/or an hourly rate, certainly used to be available although many might "prefer" to do full service.
