Both ends by the look of it!  Double kerching?

So was mine  ?   what else do you do in an empty car park

Actually I spotted one of the goons (not Spike) in a white van, he hangs out in the car park.
It seems their ANPR is not powered up ... all stores are closed

I can only assume he was in the van waiting for next xmas or he was changing the time stamp on his camera ????   It's a UKPC thing

Not too many signs evident from the photos, either.

But of course they will tell the retailers that carmageddon will ensue, without UKPC there.  Just as the Parking Prankster reported on 5 years ago:

If UKPC went bleeting to retailers, nothing could happen. The shops are shut by command of the Government.
As this will be the same picture throughout the UK the PPC's have to live with it.
The exception being Supermarket car parks and the BPA SHOULD BE advising their members to allow extra time.  Pigs will fly before the BPA start acting as professionals

"All our signs have been audited by the BPA" they regularly bleet, then they are either liars or the BPA just let them flout the COP or more likely both. A bunch of twisting scamsters no question.
I do hope they are finding it very very tough.
