Misdiagnosis Claim

Firstly, forgive me if I’m in the wrong place.
Secondly, I am writing this trying to find help for my mum. Almost 4 years she fell down the stairs and severely hurt her foot. She went to the hospital, where X-rays were taken and no fractures were found. My mum was concerned because 2 weeks later she was flying to the Caribbean for a 2 weeks cruise. When at the hospital, she mentioned this and she was told, “there is no fractures, a bandage/support will do, you’ll be able to enjoy your holiday.” During the holiday her foot bruised and swelled even further. Throughout the cruise she got off the ship once and soon returned due to being in agony. Upon return to England, she knew something wasn’t right and went back to the hospital, where she was x-rayed again and this time 3 fractures were found. Now my mum actually works in the X-ray department and therefore didn’t wish to make a claim against her employer. And that was that.
2 years and 10 months later, she was still suffering and now decided to make a claim. The solicitors said she couldn’t make a claim because by the time the paperwork is filed, it would be over the 3 year mark. I think she has been misinformed here and would have thought as long as she started the claim, going over 3 years shouldn’t matter. She again left it at that.
Soon after (after 3 years) she finally had surgery to correct the issues she had been having with her foot. However, that has now come with further complications (I believe a tendon now needs repairing). It has now been nearly 4 years. Does she have grounds to make a claim even after 3 years?
