HMRC Gateway

I am trying to create a Government Gateway account. I created one before for my wife so I know it can be done.
This is what happens. I have got my Gateway Account number. I log on. Verify by a code given over the phone. Get on the site. Give my national insurance number, name etc. Then it says it needs to confirm who I am. Despite what it says on the previous page there is no P60 option. I am given just TWO options to verify who I am.
1. Valid UK passport. Which I do not have as mine has expired.
2. Credit check. I somehow managed to get mine done and printed out but there is no link on the verification site back to the HMRC Gateway. I manage to get back onto the Gateway site but that is as far as I can get. As I said no other options given except Passport and credit check.
So far sent 4 emails to HMRC including the website problem site. All I get back is follow instructions on website?
Pulling my hair out. All I am doing is going around and around in useless circles. Even thinking of renewing my passport if thats the only way.
Can anyone help?

Firstly, what in particular are you trying to access?
Have you tried using "Verify" as an alternative?0 -
I've been going round and round in circles too
I have no photo ID and don't claim UC, etc. I've just gone HERE and clicked view or share your driving licence information (my licence is provisional, has no photo and is 20 years old). It only takes a couple of minutes to do, just remember to click the option to share across other services. I then logged in to my gateway account with no problem. I had to request to use the self-assessment service and they're sending an activation code through the post, it could take up to seven days to arrive.

I thought provisional licences were only valid for ten years?
No free lunch, and no free laptop0 -
Mine is valid from 1999 to 2041. Perhaps it's 10 years for the newer photo ones?
