Expert opinion sought: VOA agreed council tax rebanding, what next?

I have had my appeal for a change (lowering) of my council tax band, so thanks @MartinLewis , much, much appreciated (and a fuller disclosure later when this issue below is resolved).
I have received the VOA letter confirming this and saying also that the council have been notified of the change.
My question:
Do I await the council to write to me?
--- or --- 
Do I write to the council stating 'you already know this .... please refund me now etc"
In other words, is this change absolute and they write to me (realising current delays) or do I still have to argue with the council? I don't want to roll in there and make a mistake in the next step, hence my ask for advice.

The council will contact you as soon as practicable now that they have been officially notified by VOA. But be patient, it may take a few weeks.

The VOA usually send a spreadsheet weekly, with all changes to Council tax, the council will then action the change and start a refund process, this usually take a few weeks depending on the size of the refund and the backlog of work

And don't forget you don't necessarily get a "refund".  Depending on the time of year and payment position it may be a reduction in future payments.

- pay for it
