I am willing to have higher interest rate, rather than paying a fees £699 for a mortgage advice.

    When a lender advertises x% +£xxx fees, the fees are not for mortgage advice, they are a fixed cost applied when you apply for the specific mortgage deal being offered.
    You seem to have conflated this with a charge for advice. If you are looking for mortgage advice, you should consult a whole of market broker, there are plenty fee free ones (I.e. the lender pays them, not you). 
    A broker will be able to find you plenty of low fee mortgages, although the interest rate will likely be higher to reflect this. Our new mortgage starts in January, total up front cost to us roughly £80 in admin fees.
