Pins Cellotape blutack is there another alternative

for putting up decorations ? I want to put the neutral looking green tinsel in swags around my living room just under the coving I dont want to use pins and damage the walls and in my experience Tape and blutack just isnt up to the job what do you use to keep up ceiling, wall decorations?

I can't think what they are called, but they are similar to this but smaller and you get more in a pack. I've seen them in wilkinsons and asda.
