The Wilson government didn't pay it at all for two years but then bought it back.
It was formalised as a regular payment in a Social Security Act around 1979 and has not been uprated but there was a one off addition of £60 back in 2008.

Just an update, we both received the £100 Winter Fuel payment today, my wife had her £10 Christmas bonus in her pension paid last week, I'm expecting my £10 in my pension this week all being well.0
