First time, so be kind
I'm looking to offer A&L a full and final settlement offer for an old loan which I have been paying via Step Change.  Does anyone have any idea where/who i should contact? As I have found no where on the Internet

Seems A&L was bought by Santander. Can you ask them? Have you asked Step Change?

Have you also checked it's actually an enforceable debt? Could be worth doing before anything else.

Stopping payment usually wakes the creditor up sufficiantly to write to you.

You could respond with a CCA request to determine your position, then make a cheeky offer if they cannot comply.
