Council tax refund-not band related

I've recently discovered that my mother should have been paying significantly less council tax because she is in receipt of Pension credits. I've been in contact with the council and she now pays less than a fifth of what she was paying. My question is this, she has been in receipt of pension credits for at least 10 years (probably longer, but that's another few phone-calls to sort) is she entitled to claim a refund for all that overpaid CT?  Could someone point me in the right direction for relevant information  please? I've goggled it endlessly but am going in circles as it seems to default to rebanded CT refunds.

3 months is the normal backdating period.  For anything longer I suspect you will have a fight on your hands.

The Council Tax Reduction system is entirely separate in how it's calculated to the rest of the council tax system, specially so in backdating. If she just hasn't claimed then she'll not get anything other than the statutory backdating as there are specific rules for backdating Council Tax Reduction.
