Scottish tax payers pay more than anyone.
I for one would be better off by £3000 if I lived in England.

But we got a broken down ugly parliament building at £414 million and running / repair costs of about £80 million per year.
We get show projects like the Queensferry Crossing not fit for purpose at 1.35 Billion pounds

What we want is financial and political independence from Scotland. With Shetland and Orkney being governed as a Crown Dependency, similar to Jersey and the Isle of Man.

My original point still stands.
It is good that period products are to be given out "free".
But they are not "free" as they are paid for by people working in the most heavily taxed country in the UK.
If we are going to get "free" then spend the money on Education, Health, Child poverty etc.
